Research and Innovation Strategies for Smart Specialisation

Local and national Research and Innovation Strategies for Smart Specialisation (RIS3) embody unified, place-based economic transformation agendas. These agendas concentrate policy support and investments on main national and regional priorities and necessities for knowledge-based development. Secondly, the agendas try to build on every nation’s and region’s strengths, core competences and potential for excellence. Thirdly, they boost different types of innovations to motivate investments from the private sector. Next, the agendas also try to get more stakeholders engaged in the RIS processes and to encourage experimentation. Lastly, the agendas are evidence-based and involve sound observation and assessment systems.

 

The factsheet by the European Commission and Directorate-General for Regional and Urban Policy (2014) is one of a series emphasizing these pathways for a future approach.
